Dragon is a native of Montgomery County, Pennsylvania.  He graduated from Penn State University, obtained his law degree from the University of Baltimore, School of Law and received his Masters in Law (LL.M.) in Taxation from Villanova University, School of Law.   He is a member of the New York, New Jersey and Pennsylvania bars.
